IGP Olatunji Disu submits State Police Framework to Senate to guide decentralised policing and enhance security across Nigeria

The Inspector General of Police, Olatunji Rilwan Disu, has submitted a comprehensive framework for the establishment of State Police to Senator Barau Jibrin, Deputy President of the Senate, in Abuja on Thursday. The move is part of ongoing efforts to decentralise policing in Nigeria.

The 75-page document, titled “A Comprehensive Framework for the Establishment, Governance and Coordination of Federal and State Police,” was presented by Professor Olu Ogunsakin, chairman of the committee set up by the Nigeria Police Force to develop the proposal.

The framework outlines the operational, legal, and administrative modalities for instituting state-level policing while providing strategic recommendations for governance and coordination.

“The report reflects the considered views, professional insights, and strategic recommendations of the Force, derived from extensive consultations,” the IGP said.

“It is our expectation that the contents of this report will meaningfully contribute to ongoing deliberations and assist in shaping informed, balanced, and pragmatic decisions on this critical aspect of national security architecture.”

Senator Jibrin commended the IGP for the proactive submission, noting that the Senate Committee on the Review of the 1999 Constitution will examine the framework along with other inputs as part of the constitutional review process.

He described the initiative as aligned with President Bola Ahmed Tinubu’s agenda to enhance the country’s security infrastructure.

The proposed state police framework is intended to support decentralised law enforcement, improve local responsiveness, and ensure professional standards across all units, reflecting a major step in Nigeria’s security sector reform.
