BPE DisCos IPO Nigeria: Two DisCos, one GenCo set for listing, as bureau accelerates reforms in energy, housing, aviation, and mining sectors

The Bureau of Public Enterprises (BPE) has unveiled plans to list two electricity Distribution Companies (DisCos) and one Generation Company (GenCo) on the Nigerian Stock Exchange through an Initial Public Offering (IPO).

BPE Director-General, Ayodeji Gbeleyi, announced this on Tuesday in Abuja during a media briefing, noting that the companies’ names remain confidential for now.

He revealed that shareholder loan agreements had been executed for 10 of the 11 DisCos, with disbursements expected soon, while the privatisation of five GenCos was currently on hold due to exchange rate volatility and transmission bottlenecks.

On energy infrastructure, Gbeleyi said BPE was accelerating projects under the Renewed Hope Agenda, including the Distribution Sector Recovery Programme (DISREP), Afam III Fast Power, Makurdi Hydropower Plant, and reforms in the mining sector.

He also confirmed that the bureau would support policies to stop financial leakages in national refineries.

Beyond the power sector, Gbeleyi disclosed that BPE was pursuing partial or full commercialisation of key agencies such as the **National Parks Service, Nigeria Film Corporation, Federal Mortgage Bank of Nigeria (FMBN), and the Federal Housing Authority (FHA).**

On transport and infrastructure, he highlighted ongoing engagements for the concession of five airports and efforts to optimise the **Baro Inland Port** in collaboration with the Ministry of Marine and Blue Economy and the National Inland Waterways Authority (NIWA).

However, the BPE boss admitted that challenges persist, including weak legal frameworks for PPPs, resistance to reforms by MDAs, inadequate funding, and legacy litigation from past transactions.

He assured that the bureau was working with the Ministry of Budget and Economic Planning to build a strong pipeline of catalytic PPP projects.
